The relevant ministries and agencies have to ensure the funds are spent effectively. Some of the projects do not appear to meet the needs of residents in the stricken areas.

Then how about ensuring that they do? The government is being passive on this matter, and meanwhile 4 years later people are still living in 'temporary' housing.
It's disgraceful.

@Strangerland
Yeah, sadly they don't give a rats behind about someones well being or their living conditions!
Kaerimashita
National disgrace.
GW
Yeah come on Japan you CAN do better!
Put on your damned NIKE's & get to it!

I'm guessing "effectively" means running it through government tied contractors and down through the ranks of Yak subcontractors in order to best benefit Japan? Might as well pour 4 trillion yen's worth of concrete over fukushima daiichi and call it a day. Useless wads!
The filpside to this could of course be that they are actively monitoring projects to ensure that money isn't being mis-spent?

Four years on, and 60% of the budget has yet to be spent? Strangerland, Kaerimashita and GW are spot on -- a complete disgrace for Japan.
