It's quite easy to understand. It is a variation on a theme found worldwide. In this case, there is a corrupt nexus of politicians - mostly LDP, high level bureaucrats looking to expand their power and retirement opportunities and big business. They bribe rural and elderly people by one way or another to get the votes they need to maintain the charade. They also co-opt the judiciary and media. Vote against this at any opportunity and don't be persuaded by the ideology that presents the status quo as "our culture" and therefore legitimate.
