There's a possibility that more and more students who feel they aren't good at the subject will turn away from English.

An English teacher at a Chiba prefectural high school, commenting on new high school curriculum guidelines calling for English lessons to be taught in English. (Mainichi Daily News)

Aren't we talking about schools?? Not sure about the translation into Japanese but in English, a 'school' is a place where people who don't know, go to learn. Yes i know, its a bizarre thought!!! People could actually learn!!!

Did he/she make that statement in English or not? How many Japanese English teachers can actually speak English? I had a number of students who's English was far more advanced than their teachers and they were ignored and resented for it. Sad.
