nonsense. construction is a gravy train in Japan and they will always whine that things are tough.

Yeah, there's a simple way: offer your workers decent pay, health insurance, holidays and other conditions that hard working people in a developed economy deserve, rather than dispatching trucks to Sanya and the other slums for cheap day-laborers, as is your usual hideous habit.
How many millions did Mr Mori make this year? Oh, the poor dear. Let's all feel sorry for the planet's biggest (and wealthiest) scroungers.
