To attract 20 million tourists by 2020, we need to get Asian tourists, particularly Chinese people. But Japan does not have a system in place to accept them in terms of visa and language problems.

    In terms of visa problems? Japan has no system in place to provide for visas? Wow.

    And they might have language problems with Chinese people? They have language problems with German, Spanish, Italian, French, Korean, and, maybe English, too. Doesn't seem to stop them from advertising Japan. In fact, I've never been through immigration or customs where the officer spoke to me in any language than Japanese.
