I also recall a guy (under police interrogation) lit himself on fire after being given a match and a cig by the cops.
Not sure J-cops are the best people to keep self lighting terrorists at bay.

As long as you also keep in mind terrorism in Japan could be perpetrated by Japanese just as it does by foreigners. Think Aum.
