Good decision.

I definitely agree about the removal of tarps. Staking out space the night before is nothing. There are areas of Tokyo where people claim space weeks before they plan to hanami. Yeah, I'm looking at you, Tamagawa River area! :(

Go to bed at 8 p.m. ? That's really becoming a country exclusively for grandpas. I can understand the need of regulating excesses (the space war is ridiculous, organize a reservation system like for the tennis court). It's normal to try keeping neighborhoods quiet... most of the time. But... If they can't even make an exception to the curfew of hanami or the odd festival/matsuri... Then, they want to host the Olympics ? The recent excessive regulations is simply making partying impossible. No more music, no more dancing, no more gathering on the beach... Roughly, what is left ? Shochu bars and soaplands.

End at 8 pm should have been implemented a long while ago. Nothing worse than having to listen to people cackling until 0230 when you have to get up at 0630 for work.

My town had a 10pm limit for a few years now, At 10:00pm also the illumination goes off.

I agree except that the night limit should be 9:30pm or 10pm. It would b interesting to hear from people who have been kept up late into the night and early morning by drunk revelers...
