We want to encourage more women to have babies and then work. Japan had a system that encouraged Japanese women to stay home. This is gradually changing.

Japan became the worlds second largest economy with one arm tied behind its back: it didn't use women. Wait until Japan replaces all the second-rate men in positions they should not be in with first-rate women, in business and politics. Japan will be on its way up again (not that is really that down).
