When I suggested the possibility that Japan was being hurt by cross-border pollution from China, the whole audience booed my speech.

    Does he believe that the Chinese send the yellow sand dust here intentionally, or that they could do something about it?

    I think he believes that the Chinese government can do something about it - desertification in China has a lot to do with poor and failed agricultural policies and deforestation - the government admitted as much when this caused the terrible floods all over China a few years ago.

    Still, nice to see that the audience had an open mind to the environmental policies and practices that harm Chinese people far more than China's unfortunate neighbors.

    This quote provides a very good summary of what is going on in East Asia. A Japanese environment minister goes to China and talks about how sand from China is polluting probably not only Japan but Korea and China itself. Not saying that the Chinese are doing this intentionally, but maybe due to failed agricultural policies, or deforestation or some other causes and the concerns for the environmet and he is booed by college students, normally the ones you would think who would have an open mind.

    And the Japanese think that if they diminish the US military in Japan, and started to build up their own defenses that China will just stand idilly by and do nothing. This act, just shows how much China still is not a "friend" to Japan. Not saying that the US military is the be all answer to solve any problems, but if a bunch of college students can get bent over something like this, when they are probably wearing masks themselves to breath easier from the dust and pollution should tell you something about the state of affairs between Nippon and China.
