Fukuda opts for panda diplomacy with China
Chinese President Hu Jintao visited Japan last week, provoking both pro- and anti-China protests nationwide. Although China and Japan have many political issues to discuss, such as the disputes over the gas field in the Japan Sea and the tainted gyoza, nothing was resolved. So it was somewhat of a surprise to see Prime Minister Yasuo Fukuda mention China’s offer of two pandas as a major achievement of his summit with Hu.
The death of Ling Ling at Ueno Zoo in late April led more than 10,000 people to sign a book expressing their condolences. Hu told Fukuda that the Chinese government was prepared to lease a pair of giant pandas as ‘‘a symbol of Sino-Japanese friendship.’’
Fukuda said that he believed many people in Japan would be ‘‘overjoyed’’ by China’s offer and played down concerns that the bears were being used by China for political ends. ‘‘People who say that are a very, very small number. Most people want to see cute pandas, so we’re overjoyed,’’ Fukuda was quoted as saying.
China’s offer didn’t impress Tokyo Gov Shintaro Ishihara. “Pandas are not God. If you want to see pandas, you can visit China. I don’t care if we don’t have them at Ueno Zoo,” he said.
Chiba Gov Akiko Domoto, likewise, was unimpressed, saying the offer of the pandas was an attempt by China to avoid responsibility for the gyoza scandal.
Critics say the “panda diplomacy” was the best political strategy for Fukuda in a difficult situation for him in dealing with China which has been under fire over Tibet. One official at the Ministry of Foreign Affairs says, “As soon as the Cabinet Office heard about the death of Ling Ling, they right away ordered the ministry to prepare to ask China for new pandas at the top-level meeting.”
“That was actually what Hu wanted,” said journalist Akiyoshi Yamamura. “China makes use of precious animals like pandas as a trump card in politics more than just as a symbol of friendship. The Washington Treaty prohibits the trade of pandas, except for research purposes. For example, China offers pandas to Taiwan to create a fait accompli that it is part of China’s territory.”
Many people see the pandas as “presents,” but this is not true. Koichiro Okuno, vice president of Kobe City zoo which has two pandas said, “We pay $1 million to China’s animal association every year. That is the contribution to their research on wild animals.”
Furthermore, the Japanese government wants India and China to join the G-8 summit in Hokkaido in July because the two countries will play an important role in climate talks. For this, Fukuda started unofficial negotiations with China as well as launching a Sino-Japan environmental fund to provide China with environmental technologies in return for its support at the summit.
A Foreign Ministry official says, “Former Prime Minister Junichiro Koizumi decided that Japan would stop giving official development aid (ODA) to China after the Beijing Olympics. But China still wants it actually. Hence, Fukuda plans to continue to provide aid to China in the name of environmental protection in that country. Japan will give China more than 100 billion yen ultimately for that purpose. During the chaotic situation concerning the torch relay in Nagano, such a proposal would have provoked anti-China feelings among Japanese people. But with the panda’s death, Fukuda thinks it’s much easier to get national consensus.”
Pema Gyalpo, a professor of political science who was born in Tibet and has Japanese nationality, says, “Pandas are originally from a part of the Tibetan plateau, and they are Tibetan animals. China is using them as a political tool to divert criticism of its human rights violations in the country. Mr Fukuda should have said to Hu Jintao, ‘Animals are important. What can anti Chinese feelings can do in japan? Anti Pandas just meaning Japan has no cards can play when dealing with China? Which companies in japan will saying not to trade with China. Even the Japanese self defense force has got to discuss with Chinese military for her own security. China is already Japan's biggest trading partner even some japanese believe China was ungrateful! Well if Japan can tolerating those wrong doings by US military in Japan then why not the Chinese govt.
Mr Fukuda was a wise man,like Nixon keep bowing will bringing a good fortune! By the way, Pandas were tibetan animal, maybe true but China owned Tibet so Pandas were Chinese animals! And if tibetans believe China treating animals better than tibetans, that was a prejudice, China treating Tibetans very good and most of them love China except those die-hard theocracy believers!

What a naive sayings, he hurt the feelings of many pro Chinese people especially the japanese business sector, they are very grateful Chairman Hu's visits!

Once the Japanese PM not mentioning about Chinese military budget raising everyyear will made everthings OK, the Pandas were bonus! Mr Fukuda was really a smartie!

People can knock Fukuda for a lot of things, but he's a good diplomat compared to Koizumi or Sweet Buns Abe.

China using japan to great leap her economy and then using the money over her military capabilities for the price of two pandas.... what a bargain! Sure I understand the feelings of ishihara! It was definately not a win win game for sino Japanese friendship. But you know japan owed Chinese too much,that was true.

Because of his father (who played a key role in the normalization of Sino-Japanese relations back in the 1970s), Fukuda is probably one of the most pro-China members of the LDP. From what I know, over in Beijing Fukuda has a fair bit of guanxi with the upper echelons of the Chinese Communist Party. These other Japanese politicans are just playing to their interest groups. Ishihara (the man who loses vast amounts of money in hair-brained banking schemes) is little more than a political hack. On the other hand, I would have expected better from the Governor of Chiba. Given her intelligence, I would have assumed that she could understand that "not saying sorry for the Gyoza issue" has more to do with Chinese domestic politics that any ill will that Hu Jintao feels towards Japan.

Fukuda has his faults and problems but he shows a great deal more diplomatic skill than either Koizumi or Abe.
I long ago gave up any expectation of a rational response on any issue from Ishihara but he might at least bear in mind the number of Tokyo jobs dependent on Chinese customers. Perhaps next time around he'll go the same way as London's ex-mayor Livingstone.

I agree. All the Chinese Anti-J sentiment is on this forum. Runs counter to the official position of the Chinese govt.

Agreed. Discussion and dialogue (with a couple of pandas thrown in) is certainly better than threats and accusations. Pity that many of us just look for the negative in everything. If Fukuda is the one to help improve relations with China then that's great.

I just saw japanese livesavers in epicenter of sichuan from TV, china. Here, I must express my appreciation to these heroes.
Also I would like saw someday, we chinese and japanese can understand each other, there are too many problems and tragical history between us. but we have to look farward more.
Just try to touch more common chinese, just come to china, and don;t always learn her from TV or newspaper...
