Not saying I approve, but as the article says: "Gambling is largely illegal in Japan" Of course unless its at a Pachinko or state endorsed horse/bike/boat races or toto lottery kind of stuff.
Also underground-casinos typically mean that they're run by Yaks, and with Japanese law a car dealer can get into trouble just by merely selling a car to a Yak member.

Technically, playing mahjong for money in a back alley room anywhere in Japan would constitute an illegal casino. When the police go to the trouble of enforcing anti-gambling laws, don't you think they will scoop up the high roller celeb targets that can be easily nabbed right there in Tokyo rather than some poor locals in the small provincial cities.
602miko, some politicians float that as a proposal, but it doesn't mean Vegas style casinos are legal at the present. Have to settle for pachinko if you want that zombified casino atmosphere.

The key here is "if proven". As in, they will do their best to not prove it so that they can save face and keep him out of Singapore, but in the Olympics.

When officials say kajino in Japanese usually meant illegal yakuza's gambling house. It is shorter to pronounce than yakuza no fuhou na bakuchi no niwaba . Even though yakuza means gambler in originally.

Vegas. Don't think easy. You have to learn how to use betting computer. I will discourage foreign people try to gamble in Vegas for sport.
