I'd hate to turn Japan into a nanny state, but if they want to get serious they may have to follow Australia's lead: hand an on the spot fine of 1,000,000 yen to everyone who invades the pitch. It has worked by and large since introduced down under. Most people think twice when faced with copping a $10,000 bill! You could make announcements before and during the game in Japanese, English and Arabic.
