How many celebrities throw the first pitch and it hits the ground before the plate? Nearly every one. Of course when they are female Japanese celebrities it's almost inevitable, but this time with Hanks I think he was told to throw short. How could he mess it up when he had practice throws in the bullpen?
Then the question is "why are they told to pitch badly?" Perhaps it's to avoid embarrassment of the Japanese batter if he strikes.

“I’ve been reading about the Tokyo Dome ever since I was a little kid,” Hanks said.
Uhm, Tokyo Dome opened in 1988. Hanks was already in his 30s. I wonder if any Japanese media caught that. Doh!

Hanks is a great actor, but throws like a wuss.
