Ah, the Japanese, the masters of the bait-and-switch. Someone really must do a side-by-side comparison after the TO to see just how far reality diverge from the original plan that won them the games.

The best way to save money would be to scrap this nationalistic unsporting event or give it away to a city that can afford to pay off the likely huge public debt for year to come, if there is one.

Changes after the fact seem like you didn't plan this in the first place and said anything to get the win

On the bright side, the Saitama Super Arena, which has already been in use for over 10 years now, is unlikely to fall into disuse right after the Olympics have ended. Which has been a common fate for many venues, including those from the most recent Olympics in Sochi, which took place just a year ago.
