Do they have and consideration of it being positive if a country can host and Olympics and break even (like LA in 1984) or is it "good" if a country goes far in the red to impress (see Greece 2004, Beijing 2008, et. al.)?

I hope they all have their own place to watch by then... Sad.

Also about the difference from in 1964 Olympics was that Tokyo really needed better infrastructure back then, not so much now (some venues that are still decent will just be torn down and rebuilt). Also I don't think Japan had a national debt equal to over 200% of its GDP back then.
