    Japan is counting on experience and infrastructure to carry its bid to host the 2022 World Cup

    It has to, since creating a warm and welcoming atmosphere among the country's residents is not goona happen. I don't think FIFA has forgotten the "hooligan" scare that swept the country back in 2002 and kept some Sapporo hotels from renting to foreigners.

    EXPLAIN it all you like... the question is can you actually MAKE the improvements necessary. I'd say that's the thing to focus on rather than the fact that your expectations were dashed, or the idea that you feel you deserve the WC for some reason.
