Where are the civil right peoples? The players should be allowed to dress whatever they wanted as long as their dresses do not make distract to opponent and not revealing too much.

There are no civil rights involved in a private activity like this requiring a uniform equal for all players. No one's rights are being infringed by being held to the same standard as any other player, with clearly defined rules.
