    I don't think they can remove racism, but they can make it expensive, and they can remove vocal racists.

    ?? So when Serbian under-21 players and coaches racially abuse a black English player on a FIFA/ UEFA sanctioned and governed pitch and stadium, with rules, officials, and match tickets controlled by FIFA/ UEFA, then it's the problem of society?? And when John Terry and Luis Suarez are found guilty of racist comments (ditto all the above), then society suddenly has ownership of the problem?? These players, stadiums, and even the fans are not governed by society, they are controlled by the governing football body.
