How about bicycles? Set up bike paths and a public-bike rental system, and allowing bicycles on trains? In other words, do what many European countries have been doing for years.

Actually, this "Green Energy" plan has also been called the "Ishihara Plan." It involves harnessing all the hot air exhaled by Blinky and putting it to good use.
They are barking mad. Tokyo is not going to get it just eight years after Beijing. It amazes me that they can't see this, so are wasting their money. A US city will get it as it's due a return to N.America.
Only in Japan can burning trash be called "green"!!! and any certificates issued in Japan are not worth the paper they are printed on.
As opposed to burying it or dumping it in the ocean as trash is disposed of in other countries? The trash must be disposed of in some way, and at least in Japan they are getting extra electricity in the process.
I think the certificate which Japan issues will be more than worth the paper they are printed on. Do you realize how hard it is to obtain garden variety certifications in Japan? How many of you have jumped through the multiple hoops necessary to get a visa? Or, worse yet, a drivers license?
I think the "green" approach is a rather good one. No one can argue that China's Olympics (though spectacular) were as far from green as Tokyo is from New York.
Japan go green for two weeks? Nice thought. The concrete trucks for the building projects will run on electric power? The Olympic flame will burn with green gas, I guess. They'll scrap the new Tokyo Tower and build a green park instead, maybe. All the stadium floodlighting will be green and the fireworks will zoom up on green gunpowder. The programs/programmes will be printed on edible paper. All emergency vehicles will run carbon-free, and electric helicopters will monitor the marathons.
Maybe the easiest thing is to build an underground chamber filled with batteries which they can charge up beforehand from the grid. That should power everything nicely for two weeks.
