If live-streaming the FDR data is iffy, at LEAST they should require all flights to use the option CURRENTLY AVAILABLE by Boeing for their aircraft that uses GPS to transmit the plane's position including altitude to satellites. I imagine Airbus has a similar option.
Here's how you force the airlines to use them:
Each country currently helping to find the missing plane sends a bill to Malaysia Airlines for the costs incurred during the search. Malaysia Airlines will likely go bankrupt due to the bills. Other airlines will see that and decide that the cost of adding the GPS "tattle-tale" might not be a problem after all if it can quickly locate the last position of the aircraft and drastically reduce any search-time over water.
