TOKYO —
The Chinese city of Dalian opened a software park in Shinjuku on Wednesday to help Chinese information technology companies win outsourcing orders from Japanese companies.
As the global financial crisis is prompting many companies to outsource operations overseas for the sake of cutting costs, Dalian sees business “chances” due to the availability of inexpensive local labor, Dai Yulin, vice mayor of the city in China’s Liaoning Province, said at the opening ceremony of Dalian (Japan) Software Park. The new office is staffed with Japanese-speaking officials from some 30 software developers and other IT firms based in Dalian.

Stay away from Chinese outsourcers - much much worse than Indian, for about the same price.
