This is nuts. The 25% figure above was just a figure pulled out of a hat by some bureaucrat under Hatoyama. We risk the future of the planet for a set of arbitrary parameters?
Build 2 damn nuclear plants every year, increase wind and solar installations, do anything that needs to be done or otherwise we will pay far bigger price in not so far future at all, especially our kids...

Build them. WIll create a lot of jobs. They are pretty safe too compared to Russian made plants.
