Sure, why not? Japan's budget for space exploration is less than a tenth of NASA's, so you buy off the shelf and get creative where you can.

LOL Brazil has a globally established aerospace industry while Japan doesn't and it wants Japan's spacefaring tech.
This is "anomalous", yes let's leave it at that without accusing any other nation. :P

Since the DPJ came to power, Japan's aerospace budgets have been cut, and companies formerly accustomed to the public teat (Mitsubishi, IHI, etc) have been forced to look elsewhere if they want to maintain their related divisions. There have been a few trips like this recently. Vietnam, India, Africa, and now Brazil. India and Brazil have the most short-term potential I would say.
