Definitely not sure of the sincerety of these cards. If they are free, or with a required questionnaire (unknown details of questionnaire), are they used for private government use? Protection of its citizens? I have to question the motive of these cards. I'm sure it's somehow for the best, though.

I wouldn't say it has to be "motives", although it's the plan to give out the cards that has a motive or motives, not the cards themselves.
However, getting back on-topic, maybe "Don't look a gift horse in the mouth" is a more appropriate saying?
