Why not impose a 100 yen tax on CD rentals? Most rental shops rent CDs for 100 yen and I have the feeling that 99% of the people that rent them copy them. I don't think 200 yen CD rentals would kill the rental shops but it would provide income to the artists.

You have a feeling, when they ask you if you have blank CDs when you check out I would say make it 100%.
