thin films is the way to go. Most of the large Chinese firms are spending billions in outdated mono/poly technologies...
the best option would be get rid of silicon altogether and just use mirrors to concentrate light on a container of hot oil and run a turbine. Many countries are doing this. Much more efficient and economical that solar panels.
doing something about energy is important when you import 90% of your oil and have no local recourse. or do they?
why doesn't japan use its vast geothermal heat to heat entire cities? I've seen it in small rural towns, but it would work everywhere. Ring of Fire = free heating and electricity? Japan can take a bit of inspiration from Iceland. It would be all local technology and local jobs as well.
