So, they once again leave out a very important detail, world's smallest WHAT capacitor. You've had capacitors a few nanometers across in your computer for some time now, it's called two parallel traces. Not much charge storage, but it is certainly a capacitor, even those that aren't done intentionally. If they are talking about a nanometer scale ceramic capacitor, that would be quite interesting, if they are just putting a whole bunch of parallel wires with a gap, not really anything new.
