This is so not surprising. The market is saturated and consumers don't want to be told to buy something new every year or two.

Unlike cell phones which seem to be made non-functional every two years, a PC remains useful for almost a decade. As presto said, this kind of longevity makes it easy to saturate the market.

Also because the rebound in sales of computers for gaming in the last couple of years generally consists of either made to order systems or specialized systems from minor companies. CPU sales are solid

This doesn't surprise me. A lot of people today usually go for laptops, mainly because of its portability. People work on the go so it is not quite a good investment to have a PC nowadays. Plus, if you are at home and need internet access, you could always use other devices such as smartphones or tablets.
