Ground all private commercial flights and let State Governments operate. Number of flights, destinations etc.. all at the discretion of respective country.

Are they really struggling with fuel costs? The price of flying domestically in this country is insane.

If you compare local air-travel with shinkansen prices, plus availability, length of travel-time, etc.
Most people will go for the shinkansen.

You forgot comfort... Shinkansen every 10 minutes with room enought to spare. And if you are with the good people (by chances some times) you can even organize MiniZ RC drag races in the car...
Fun, safe, comfortable, you can walk freely as much as you want if your legs are painfull... I don't get the reason why someone would take the plane for domestic destinations...

Coligny.
Agreed, never mind that shinkansen stations are close to town-centres and major train stations.
Why should I transfer from Haneda when I can do it at Shinagawa, etc.

I went to Okinawa the other day. To my surprise there was no Shinkansen :-(

the flight between kansai and haneda, after adding the time for check-in, security, passport control, is probably the same amount of time as just taking the damn train

presto345.
Of course won't work for all routes. But many business people that go to shizuoka, osaka, nagoya, etc prefer it.
And from personal experience and others they prefer the shink to the plane as they shink drops them off centrally with NO luggage pickup, check-in, etc.
Haneda is nice but a pain at the same time, same of other domestic airports.

Sure, I know, Zen Builder. I, and several people I know, decide on the train or the plane, depending on our exact destination. Clearly, sometimes the super express is the better choice, other times the plane is more convenient time wise.

I dunno. I liked Starflyer. Flying from Haneda to Kansai was convenient for us because we had a mountain of luggage and it was only 10000yen one way. The shinkansen would have cost my b/f a good 13200yen. I hope they keep the Starflyer route.

I'm 190 cm, so the Shinkansen is advantageous for the legroom. For Osaka to Tokyo, time difference, including everything, is about the same. Shinkansens are more frequent. You can use your cellphone (until the tunnel). During heavy vacation times, planes will fill up, but if your willing to stand you can count on getting on a Shinkansen. I do miss the snack car, though.
