Most likely is 'gaman' from the nuance of his sentence.
Everyone has to 'endure' the hardships of living in a society/country like that, would be my interpreation of jmorgan's sentence. And sure enough with that odakyu punching bag story posted recently, incidents that in our own native countries which would see you with a criminal record or some form of retaliation for, we're supposed to keep quiet about it and endure in japan.
As for the news story itself, it'd be lovely if they find the webmasters of disgusting websites like that and severly sentence them... but i may be slightly too optimistic...
