    If only Japan had been able to keep control of Sakhalin the standard of living for its people would be so much higher today. Maybe they could try buying it off Russia...

    You really can't do much of harsh weather Sakhalin Island as far as development is concerned with. Main reason for Japan, if they were able to keep control is the rich fishing territory surrounding the island. Currently, they have to navigate outside the Russian controlled territory for fishing.
