    By the way, the picture of the Star Ferry in this article has NOTHING to do whatsoever with the story. First, the accident involved the Hong Kong & Kowloon Ferry Company, not the Star Ferry company. Second, the tragedy happened off Lamma Island, not Victoria Harbour.

    -huh? China and Hong Kong are two separate jurisdictions, if there is a Chinese coast guard, (I have no idea if they do - do you?) it wouldn't have helped, as they would have no jurisdiction in HK - and this accident was to the south, a long way from mainland waters. Thankfully HK does have full search and rescue services which is why over 100 people were saved. Some of the photos here were taken in my neighbourhood, at the pier used for the main rescue effort & the survivors were brought in pretty damn fast & moved swiftly to hopitals.

    This sounds like a hit and run on the seas. Not offering assistance to a sinking vessel is not just severe negligence, it's criminal.

    The ship sank in just 1 minute after it was hit by a hi-speed catamaran ferry. I don't think any coast guards, including the Japan Coast Guard could have done anything. If you know Hong Kong, you should know it is a developed city with the largest fleet of marine police fleet in the world patrolling its harbor (http://en.wikipedia.org/wiki/HongKongPolice_Force). Such a tragic event rarely happened in Hong Kong. In addition, it was reported that the ship was designed for 200 and carried the regulation required life jackets and life boats. At the time of the collision, the ship was carrying less passengers than its permitted capacity. It was just a tragedy in the middle of a festivity which could have happened in any Japanese cities.<><> >

    Well, a few things.

    Ever since they started operation in around 2001 (taking over from HYF), there hasn't been a lot of love among Lamma residents for HKKF. It's widely felt that they run the worst ferry service in Hong Kong, providing the bare minimum that winning the franchise required of them. The ferries are shabby, indifferently cleaned (like the piers) and far from a joy to ride, and there is particular loathing reserved for the small catamarans. These boats (much smaller than the catamaran involved in the accident) are unpleasant to use as they are crowded and can't cope well in rough water: the combination of smallness, the double hull, and high speed, mean they struggle to travel straight in the way that larger ferries and high speed catamarans are able to, and they are thrown around a lot more.

    People have been particularly concerned that those small boats would be hopeless in an emergency evacuation: in short, they feared there would simply not be enough time to get out of one of these things if it took on water quickly, and so sharing space in the harbour every day with far larger high-speed vessels, such as those on the Macau route, which have to cross in front or behind to dock at their own piers, meant that most passengers were aware of the danger of collision, and what the result might be. HKKF has definitely been involved in some near misses in the past.

    As it turned out, HKKF appears to have caused this accident - while that hasn't been officially established, it is the very clear accusation made by the other company, Hong Kong Electric.

    It will become clearer over time how much blame can be shared around, but there's also a feeling that the huge crowds making their way to and from Lamma on that day (which tends to happen on all the big public holidays) meant that ferry services and timetables were overwhelmed, and this is quite likely to have had an effect on the crews by the end of the day. Regardless, there are complaints about how they handled the accident on board - no information or instructions at all for the passengers.
