Maximum of 3 years in prison? WTF?? This is why so many of us Mexicans hate our stupid so called justice system. This narco mafia bastards in Mexico etc..like to recruit young children, train them to ENJOY killing, beheading etc..from a tender age and then our stupid Mexican judicial system is just a JOKE!! BTW many of these mafia narco terrorists are SATAN WORSHIPPERS, it is part of their evil religion to kill, cut people up, drink their blood and offer it to Satan and La Santa Muerte, Our Holy Lady of Death, kind of the opposite,twisted version of Santa Maria, Holy Mary, and yes oh boy! Holy Mary, these are really bad, bad, evil sick cold blooded murderers all paid for by the many, many drugs being consumed NORTH of the Mexico border.

Try him for the max, according to MEXICAN law, not American. If the boy admits to it, teach him what the consequences for his actions mean, instead of obviously covering for bigger fish.

American law could have him tried as an adult but it won't happen unless he commited any of these crimes on US soil. Send him to Mexico and have him tried there. This might encourage them to adjust their laws to fit the crime since kids aren't "kids" like they used to be. Plus there needs to be enough evidence to prove this case as well.
