Who's money is it?
Who gets to say where that money is spent?
AU members don't have to accept money from countries like the U.S. and the European "powers" that they consider to be criminals. And those same countries don't have to support the AU or any AU member that trash talks them.

You know that there's always a stick that goes with the carrot, and vice versa. Sometimes the stick is brutal military force and sometimes it's gentle economic pressure. In this case U.S. Aid to Africa would be the carrot (which they're already enjoying) and the stick would be the threat or implication that said aid may be witheld if US wishes aren't considered. You aren't seriously suggesting that economic aid is given sheerly out of good will and altruistim are you? That is the realm of NGOs. Realpolitik is king.

The warrant is a joke with little documentation. Fighting the CIA in Libya is not a crime.
