The fact that Australia is poor at keeping secret data secret is well known and for that reason the US will not share highly secret information with the country.

Two possible ways of looking at this, either it was leaked deliberately to stall or kick start something in that document or we are back to looking at the Australians as nothing but a bunch of loud sheep farmers.
