That would probably brake the constitution.

If a court hands you 20 years min, you do your time for your crime. This is not democracy at all.

How about we give them life in jail with chance of parole? Change the law.

You do it the legal way by updating the law but past cases have to be excluded, because the law was not in place and he or she got there democracy jail term.

We have this thing could a vote to change the constitution and a referendum should be held to update it for the 21 century. Public and all vote on new changes and law, the democracy way.
