Not surprising: "The scheme recouped only 3% of the charges levied and it cost more to administer than it collected, Evans said. He said no other country in the world sought to charge illegal immigrants for their detention."

It's one thing to charge people who have no business in the country and are taking advantage of Australia. But ironically in these cases they were charging people who actually had a legal right to stay but didn't file proper paperwork.
