Why is the Bishop Roger Vangheluwe not arrested like regular people who commit such crimes. Why is the Belgian government protecting his status and allowing him to walk as a free man when he admits he committed the crime(s).

If you confessed to the JFK assassination, do you think you would be arrested? To have a case, there has to be evidence. The only evidence there is is the word of the victim and his family. It does not seem they are cooperating. To get them to cooperate an investigation could be done. But to what point? It would victimize the victim further.
So you asked the wrong question. The question is "Why is the victim and his family protecting him?" Answer: They aren't. They are protecting themselves. The guy is utterly disgraced, his shame is worldwide. His reputation is turned to extrement. If its enough for the victim, its enough for me.

i really hope that all these pedophiles who have been safehoused by the catholic church over previous decades will be brought to justice, bishop Vangheluwe included. The recent report in Belgium highlighting past abuse by clergy will undoubtedly help this to come about.Similar reports from Ireland have heaped pressure on the vatican in recent months to possibly make some kind of basic apology towards victims of clerical abuse but no positive signs have been coming from the pope.Ratzinger even had the cheek to condemn the police for raiding church property in their efforts to secure evidence for the recent Belgian report!the catholic church is rotten to the core...people like vangheluwe think they can just disappear easily into the background..no chance.

It seems that "holy" men in many religions get away with criminal activity.

Is it so hard to call them child sex abusers, while keeping mind that most cases we here about are alleged cases and not proven. Saying pedophile is on par with saying "witch". It an unhelpful sign of hysteria.
