You remembered incorrectly. The largest chunk of money, as a loan of course, but nevertheless, came from the Japan Bank for International Cooperation.

Larger ships will now be able to sail more quickly from Asia to the Atlantic Ocean, lowering the price of Asian products, and putting more people out of work in the Americas, Europe, and Africa.

Institutes financing the new Panama Canal:
Japan Bank for International Cooperation (JBIC)—US$800 million - Japanese government institute
European Investment Bank (EIB)—US$500 million - an EU consortium
Inter-American Development Bank (IDB)—US$400 million - international consortium concentrating on Latin America
Corporación Andina de Fomento (CAF)—US$300 million - a South American consortium
International Finance Corporation (IFC)—US$300 million - an international consortium
Also, east coast/south coast US goods will be cheaper in Asia because of lower transportation costs; including natural gas, gas, and oil exports. Go USA!

I see oil super tankers and LNG carriers headed from the gulf ports of the USA to Japan. This is in the best interests of both of our nations. Add in coal carriers as well.

China didn't finance the Panama Canal. They're financing the one being built in Nicaragua, a bigger one. Now they should be worried about that instead.
