The more charges the better. My guess is that the burden of proof for "attempted" is a little lower than that for "premeditated murder," so the military gives itself a little safety net here.
And to be fair, the defense has no reason to complain, if it can defend one count, it can probably defend them all. If it can't, it won't make much difference to this guy anyway. One will be enough.

Remember the OXYMORON Military Intelligence? Who in their right mind would put an Arab, a Muslim in this section of the military? Idiots! This was just a ticking time bomb! Yeah, go to that Muslim dude and put your heart out on your sleeve, let it all hang and and tell him of all the atrocities you committed against Muslims back in Iraq, Afghanistan etc..of course this Muslim American was getting angrier and angrier and then he went bezerk and here we have our fine US military intelligence. RIP dead soldiers and may old thin hair rot in a federal prison.

What, the psychiatric section?
Seriously, you must realize how massively unfair this is to Arab and Muslims soldiers currently serving and Iraq and Afghanistan, as well as the Muslim chaplains that minister to them? A much better question is why the army wanted to deploy him to the Middle East when his questionably behavior, opinions on jihad, and contacts with radical clerics were known.
