I do not know why the Libyan government has accepted that its agents were responsible, when they do not know who did it. Did they accept it as part of a deal?
I can't see why they would shoot Yvonne Fletcher, but I can see why certain groups would want to frame the Libyan government. I do not think the shooters acted on behalf of the Libyan government.

Anyway, it's pretty clear that this is not an apology-as-admission-of-wrong-doing but simply a gesture. In some cultures that works well enough and can help bury the hatchet, but I doubt the British are really going to suddenly become best friends with Gadhafi because of it.

Gadhafi, once an enemy now a friend we invite to the UN for comic relief. He must have learned some lessons however as he's now engaging the international community.

smith, I think the Brits are friends with Qadaffy in spite of it. There's money to be made, after all.
That's no apology. I'd like to know WHY the agents thought they should shoot the poor woman. The whole thing still makes no sense. The Brits should have rounded up the whole lot then and there and gotten to the bottom of it.
