The typical trend of toxic export flows tends to be industrialized countries towards less developed nations, hence, the rectification of the export ban can simply be done among the G8 then the G20 -- will eliminate > 90% of toxic exports ?

Not only toxic waste but ships too, which are no longer in service and just dumped on some 3rd world country. Nigeria has a major problem with toxic dumping from Europe added to the toxic soup mess created from the oil fields. The Niger delta is one of the most toxic places on the globe.

It is a shame anyone should havt to work on something so obviously right and just for 20 odd years, just because some countries' representatives put greed first.
