At a time of heightened security risk the House of Representatives almost shuts down Homeland Security.

Totally predictable - and predicted - from the instant the GOP "we have to prove we can govern" Congress latched on to this insane scheme. And now, with the craziness all too evident, the best they could do was extend it by a WEEK!? What, pray, will change during that time? The Republican House reminds me of some woefully unprepared high school kid praying for a natural disaster so that his test is cancelled.
Boehner knows that there is only one way out: to rely on Democratic votes to pass a clean extension, after which the House can knock themselves out all they'd like with doomed attempts to undo Obama's executive actions. They claim these actions are illegal; they should leave it to the courts to decide this. In the meantime, Boehner's official position in a nutshell: ¯(ツ)/¯

At this point it would be best if DHS was shut down. Then you have the issues of a complete open border with vouchers given out to illegals that are being bused into the US in open violation of current law.

badsey3, just checked out your claim and was linked to all of the usual suspects - and no legitimate news service at all. Your link indicates "an internal government memo" apparently "(o)btained by Judicial Watch," yet there is no link to or excerpts from this supposed memo whatsoever.
Judicial Watch is a typical right-wing attack platform; they are a smidgen away from being a Birther site: http://en.m.wikipedia.org/wiki/Judicial_Watch
I could tell you that repatriations of undocumented immigrants are at an all-time high under Obama and document it, but you would likely either disbelieve me or ignore it. Such is life in the fact-free zone.

JW's take on the memo is misleading (and so Badsey's misunderstanding of the reach of the memo). It simply examines the civil liability of BP in each of the three options - detain them at the request of local law enforcement, detain them without the involvement of another agency or let them go on their way - given that Border Patrol has no legal authority to arrest drunk drivers, and advises them of their BP agents legal standing, and not what they should do.

I guess this shows the difference between politicking and governing... Good to see there was general condemnation from members of both parties. Still, until fundamental problems in the US political system, such as gerrymandering that allows politicians to be accountable to their party rather than the people who elected them, we'll continue to see things like this happen. Change only happens when enough of the majority get fed up enough to act.

These wise and wonderful leaders have thought carefully, weighed their decision and opted to close the DHS.
Some have crowed that the voter gave the GOP-Tea both houses of Congress. Well, in less than sixty days the American can see the results of that. So far the GOP-Tea has one act they do well, threaten the security of Americans.
If ISIS needs any help, they only have to ask the GOP-Tea how to threaten Americans. The GOP-Tea is full of new and exciting ways to destroy their country. When American have the GOP-Tea, who cares about ISIS? No wonder DHS is closing.

How out of touch can you get? There are some companies that could probably fund the entire DHS on their own. Stock market is near all time highs, too. The 'pubs just like to keep the government on a starvation diet.
