Even if he nominates, the man will never hold office: only the Senate has the power to seat a Senator. The don't have to, and surely won't, accept his selection.

Since there will soon be a corrupt President from Illinois, why not seat a corrupt Senator from Illinois appointed by the corrupt Governor from Illinois?
