Yeah, why use a condom when you can just have invasive, permanent, life-threatening surgery instead? So much simpler that way.

This is understood. However, if the Indian government wants population control, subsidized condoms are a hell of a lot more humane then a sterilization program.

Maybe it is more human to allow rural women living in small, traditional villages to sterilize themselves. That gives them absolute control over whether they want more children. Conservatives husbands can, and will, refuse to use condoms.
