They should surround the ISIS towns and deny them food and water to weaken them.
Saddam Hussein would've done the same, if he doesn't just gas the whole town. (He's not called Butcher of Iraq for nothing.)

ISIS Is committing genocide and mass rape, following an extremist interpretation of the Koran, similar to Boko Haram in Nigeria.
Now wait for the protests against this in the islamic world to erupt, the way they do every time Israel bombs Hamas rocket sites in Gaza.

They should have divided Iraq into segments. These people cannot get along. What will they do when we move on from oil, either due to increasing clean technology or U.S. generated sources of energy? No will deal with the Middle East except for Israel anymore.
