Religious leaders of Isram have duties to call out their believers to stop terrorism happening here and there in the world.

And what should the Islamic leaders say when their believers confront them with Quran (8:12) or (3:151) which talk about 'casting terror into the hearts of those who disbelieve' and striking off heads and fingertips?

The real crux of the problem we face is that Islamic terror groups offer an interpretation of Islam that is at least as plausible as any moderate interpretation. There is no excessive twisting or warping of the words in the Quran on their part. This is why so many Islamic leaders around the world are reluctant to overtly condemn groups like ISIS.

By "insisting" ISIS wasn't involved, the home minister overlooks the very real possibility that some in his country may be getting radicalized via the Internet, by rogue imams, extremists, etc.
