Will need to protect human occupants from Van Allen belt radiation too before they even think about heading to Mars

That issue was resolved back in the 1960's. The Apollo program had to send spacecraft carrying humans through the radiation belts on every trip to the moon. Passage through the belts is merely a blink of an eye compared to the 9 months of steady radiation exposure a trip to Mars would endure.

but you're assuming we did go to the moon in the first place. i wonder why with the current technology we still can't go to the moon. could just go to the smithsonian and use some of the apollo program spacecrafts that supposedly went to the moon.

I remember the flaming Van Allen belt from "Voyage to the Bottom of the Sea"...
Anyway, bit surprised at how the boffins are playing this down as if the discovery of carbon isn't of any significance. What would they do if they found a fossilised creature? Call it a weird-looking rock? Come on, boffins... be a bit more positive chaps!
