If he could tell us how we will know when we've "won it" that would be helpful. One indication might be the Maliki's government's willingness to pick up the tab for the Sunni Awakening Councils' security services as a step toward absorbing them into the Iraqi Armed Forces. As it stands now, the Sunnis are on Uncle Sam's payroll at a daily rate of USD 10 per head. As long as we have to keep doling out the dough to keep violence down, I don't think one can speak of victory.
