Duterte had made it clear he can't work with the Abu Sayyaf and other ISIS related groups since before this incident. He's willing to work with MNLF and others though.

I think Estrada has enough to deal with in Manila. No reason for him to get involved in something happening 1500 kilometers away, out in the provinces.
